- The Cabinet of Ministers approved new circular on “Management of Public Finance” presented by H.E. the President considering the circular issued in 2010 on Management of Public Finance and adding necessary amendments and facts to meet the present situation.  

  1. Implementation of a comprehensive and integrated electronic solution to manage data and information related to traffic offenses, collect fines immediately and to implement a drivers demerit point system

-The Cabinet of Ministers approved the proposal presented by the Minister of Defence to conduct a feasibility study as recommended by the National Agency for Public Private Partnership, by the University of Peradeniya as per the proposal presented by them that estimated Rs. 22.2 million (without tax).

  1. Nelum Kuluna Project – Proposed Commercialization Process

-The Nelum Kuluna Project will be completed and handed over to the Sri Lanka Telecommunication Regulatory Commission soon. The Cabinet of Ministers approved the proposal presented by Hon. Minister of Finance to empower the general treasury to establish a government owned company to administrate the commercializing activities which are to be commenced immediately.

  1. National Policy on Garbage Management

- The Cabinet of Ministers approved the proposal presented by Hon. Minister of Mahaweli Development and Environment to implement the drafted National Policy on Garbage Management and to prepare required legal framework and regulations for a successful implementation.  

  1. Kelaniya Southern Bank Water Supply Project – Phase II

-The Cabinet of Ministers approved the proposal presented by Minister of City Planning, Water Supply and Higher Education to extend the project duration of Kelaniya Southern Bank Water Supply Project – Phase II till June 22, 2020.

  1. Revising the Universities Act No.16 of 1978

- The Cabinet of Ministers approved the proposal presented by Hon. Prime Minister to revise the Universities Act No.16 of 1978 in line with the recommendations presented by the Committee of Officials chaired by the Secretary to the Ministry of City Planning, Water Supply and Higher Education concerning the points in concept sheet presented by a board of experts.

  1. Proposals to select strategic investors for expedited Development activities in Government owned reclaimed Lands in Colombo Port City such as Exhibition and Convention Centre, International School and Hospital which are to be accomplished by the Public –Private Partnership

- The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to call for proposals from investors for the construction of proposed International School, exhibition and convention centre with an investment option for a conference hotel in the adjoining block and International Hospital and, to appoint a negotiation Committee and a Project Committee to analysis proposals in accordance with procurement procedure.

  1. Leasing of a 13 acre 1 Rude 0.95 Perch land in Muthurajawela Industrial Zone owned by the Sri Lanka Land Reclamation & Development Corporation to CA Crushing Company

-  Outer Circular Highway Project will be completed soon. The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to lease a 13 acre 1 Rude 0.95 Perch land in Muthurajawela Industrial Zone owned by the Sri Lanka Land Reclamation & Development Corporation CA Crushing Pvt Ltd for 30 years subjected to having approval of Central Environmental Authority and other respective institutions.

  1. Allocation of a land in Rathnapura New Town for Rathnapura Tamil Vidyalaya

- The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to allocate a 3-acre land in Rathnapura New Town premises to the Western Provincial Ministry of Provincial Education Information Technology and Cultural Affairs for Rathnapura Tamil School Development Project. This allocation of land is subjected to the recommendation of Secretaries comity of Government Land Allocations.

  1. Implementation of Development Projects utilizing the Treasury Allocation allocated to the Ministry of Megapolis and Western Development in the National Budget under "Green Gardens" Vote.
  • The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to award Puttalama and Balangoda new projects and The remaining scope of work with respect to 19 projects to Central Engineering Services Company within remaining budget limit.
  1. Centre on Integrated Rural Development for Asia and the Pacific - Governing Council of Operations and Executive Committee Meeting 2019

- The Executive Committee Meeting of the centre on Integrated Rural Development for Asia and the Pacific will be held in Sri Lanka on 8th and 9th of October 2019 and the Governing Committee Meeting on 11th October 2019. Accordingly, the cabinet of Ministers considered the estimated cost presented by Hon. Minister of Agriculture, Rural Economic Affairs, Irrigation and Fisheries and Aquatic Resourced Development with respect to these meetings.   

 

  1. Revising the Grade 5 Scholar Selection Scheme to provide secondary education to the majority of children from low income families

- The Cabinet of Ministers considered the facts presented by the Minister of Education regarding the implementation of proposals to revise the eligible monthly income for scholarships to Rs. 15,000 from 2019 and to allocate scholarships for students with special needs as recommended by the Department of Examination and not exceeding 20000 total number of students receiving scholarships.

                                    

  1. Proposal to strengthen state shareholding in Sri Lanka Telecom by investing State Owned Businesses and Contribution Funds to fulfill 10% minimum limit of General Stock Exchange imposed by the Colombo Stock Market

The cabinet of Ministers approved the Combined proposal presented by Hon. Minister of Finance and Minister of Telecommunications, Foreign Employment, and Sports to advice the government owned Businesses and Contributory Funds namely, Employees Provident Fund, Sri Lanka Insurance Corporation ltd, National Savings Bank to Invest in Sri Lanka Telecom Share Capital.

  1. Creation of 10 Documentaries on selected 10 communities in” People in Sri Lanka”

- The Cabinet of Ministers approved the proposal presented by Hon. Minister of National Integration, Official Languages, Social Progress and Hindu cultural Affairs to appoint a committee comprised of 05 experts as resource persons for checking the scripts of said documentaries.

  1. Offering an interim relief for those who have received Certificate of disappearance

- The Cabinet of Ministers approved the combined proposal presented by Hon. Minister of National Integration, Official Languages, Social Progress and Hindu Cultural Affairs and Minister of Finance to grant Rs.6000/- allowance for those who possess the Certificate of Disappearance form 10th of October 2019 and to Order the department of Registrar General to issue certificates for the applicants considering the records.   

  1. Implementation of the United Nations Security Council’s Resolution 1540 in Sri Lanka

-The Cabinet of Ministers approved the proposal presented by Hon. Minister of Development Strategies and International Trade to prepare amendment bills in accordance with the rules and regulations in Extraordinary Gazette No 2039/31 dated 06th October 2017 to implement Resolution No 1540 and to prepare a National Control List within a year.

  1. Symbolic donation for Sudden flood relief in Bangladesh

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Foreign Affairs to award USD 50,000 donation to Bangladesh Government as a Sudden Flood Relief.

  1. Dankotuwa Water Supply Project

-The Cabinet of Ministers approved the proposal presented by Hon. Minister of  City Planning, Water Supply and Higher Education to award the contract of Dankotuwa Water Supply Project to M/s  BESIX S.A. Institute in Belgium for Euro 28 Million and Rs 5,004 million. 

  1. National Transmission and Distribution Network Development and Efficiency Improvement Project package 1: Construction of transmission lines 400 kV, 220kV, and 132 kV - awarding contract

-The Cabinet of Ministers approved the proposal presented by Hon. Minister of Power, Energy and Business Development to award this contract to Joint venture of Mitsubishi Corporation, Sumitomo Electric Industries Ltd. and Ceylex Engineering (Pvt.) Ltd., 3-1, Marumouchi, 2- chome, Chiyoda-ku, Tokyo 100-8086, Japan in accordance with the recommendation of cabinet appointed standing procurement committee.

  1. Contract of supplying and distributing 240 sq,, 3 Cpre 11kV XLPE-35km insulated under Ground Copper cables.

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Power, Energy and Business Development to award this contract to M/s Phelps Dodge International (Thailand) Limited, No. 159, Moo 10, Theparak Road, Bangpla, Bangplee District, Samutprakarn, 10540, Thailand in accordance with the recommendation of cabinet appointed standing procurement committee.

  1. Reinsurance of 2019/20 Maha season and 2020 Yala season for mandatory crop insurance purposes

The Cabinet of Ministers approved the proposal presented by Hon Minister of Agriculture Rural Economic Affairs, Irrigation and Aquatic Resourced Development to carry out re insurance activities following proper procurement procedures and to expand crop insurance activities subjected to proper contribution of farmers and to reinsure this coverage too.

 

  1. Agricultural Sector Renovation Project. – Contract for supplying consultancy service to plan and establish Agriculture Technology Model Gardens, Implementation, Management and assign to Farmer Organizations

The Cabinet of Ministers approved the proposal presented by Hon Minister of Agriculture Rural Economic Affairs, Irrigation and Aquatic Resourced Development to award this contract to joint venture made of FCG ANZDEC Ltd in New Zealand and FCG Swedish Development AB in Sweden.

  1. Procurement for supplying 190,000 50ml bottles of Human Albumin Solution BP/PH EUR, 20%
  • The Cabinet of Ministers approved the proposal presented by Hon. Minster of Health, Nutrition and Indigenous Medicine to award this contract to M/s Baxalta GmbH in Switzerland in accordance with the recommendation of cabinet appointed Standing Procurement Committee.
