Secretary to the Ministry of Parliamentary Reforms and Mass Media Wajira Narampanawa and the Minister of Telecom and Mass Communications of the Russian Federation Nikolay Nikiforov represented the two governments with the intention of strengthening the mutual understanding of the two states based on the freedom, independence, equality and being left alone for the internal affairs the other states.
This agreement comprised with 10 sentences provides the clear space for the both countries to improve their communication sectors in various ways and it is valid for five years.

Rashid Ismailov and Alexey Volin, the Sri Lankan Ambassador in Russia Dr.Saman Weerasinghe and the Russian Ambassador in Sri Lanka Alexander Karchava were also present.
