01.    Continuation of Anti-corruption Committee Secretariat (Document No – 06)

The government has paid its attention on restructuring anti-corruption institutional structure and it has been proposed to establish a fully powered Serious Fraud Office in Sri Lanka which is similar to the Serious Frauds Office in United Kingdom. Accordingly, the proposal made by Hon. Prime Minister Ranil Wickremesinghe, to continue the operations of the above secretariat which was established in 2015 until such a Serious Fraud Office is introduced, was approved by the Cabinet of Ministers.

02.    Implementation of the Third phase of the Army Hospital (Narahenpita) Project (Document No – 07)

The relocation of the Army Hospital in Narahenpita area which was earlier located in Army Headquarters has finished its first and second stages. It has been planned to build three building complexes for providing medical facilities, accommodation for medical officers and other officers, storage facilities, and maintenance facilities under its third phase. Accordingly, the proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to implement the third phase of the said project at an estimated cost of Rs. 7,088.32 million and to commence its constructions in 2017, was approved by the Cabinet of Ministers.

03.    Explore and assessment of gem deposits in Sri Lanka (Document No – 09)

It has been assessed that gem deposits are spread in around 70% of land in Sri Lanka but only 10% of them are used in mining activities. The proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment, to implement Project for explore and assess gem deposits in Sri Lanka within 2017 and 2021 which is planned with the view of introducing a comprehensive database with illustration on gem deposits, introducing proper methods for gem mining, and preparing guidelines for a sustainable gem mining industry, was approved by the Cabinet of Ministers.

04.    Protection and progress of domesticated elephants (Document No – 10)

People are legally permitted to keep domesticated elephants by obtaining an annual license after registering in the Department of Wildlife Conservation under the Fauna and Flora Protection Ordinance. The proposal made by Hon. Gamini Jayawickrama Perera, Minister of Sustainable Development and Wildlife, to declare the regulations prepared under the Fauna and Flora Protection Ordinance, for formalizing the way to maintain the places elephants are kept, maintaining their health, responsibilities of their owners and caretakers, caring of baby elephants born to such female elephants, deploying elephants in work, reproduction, using for perahera and video shootings, and attires for elephants,  was approved by the Cabinet of Ministers.

05.    Increasing the fine for persons who run buses without a valid passenger service permit (Document No – 11)

The need to tighten laws against persons who run buses without a valid passenger service license has occurred for secure the passengers from dangerous situations and to develop the quality of bus services. Hence, the Cabinet has already approved the increasing of the minimum fine charged by a Magistrate's Court from Rs. 10,000 to Rs. 200,000 for running a bus without the valid passenger service permit. The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to present the National Transport Commission (Amendment) Bill in parliament drafted for providing provisions for the above purpose by amending the article 40 of the National Transport Commission Act No 37 of 1991, was approved by the Cabinet of Ministers.

06.    Introduction of Global Positioning System (GPS) for efficient and secure operation of trains (Document No – 12)

The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to procure and install a Train Operating and Information System based on GPS system that enebles to monitor the definite location and speed of trains from the Ministry of Defenece and implement it connected with the current Train Time Keeping System with the objective of benefiting the Sri Lanka Railway and passengers, was approved by the Cabinet of Ministers.

07.    Presenting the 204th recommendation of the International Labour Organization (ILO) to the parliament (Document No – 15)

The proposal made by Hon. W.D.J. Seneviratne, Minister of Labour and Trade Union Relations, to present the 204th recommendation of the ILO on transforming from informal economy to formal economy adopted at its 104th session held in 2015 to the parliament, was approved by the Cabinet of Ministers.

08.    National quality policy (Document No – 16)

The firs quality policy was implemented in 1998 for increasing the quality of goods and services in Sri Lanka. The proposal made by Hon. Susil Premajayantha, Minister of Science, Technology and Research, to implement the newly prepared National Quality Policy considering objectives of the government in this regard and focusing on facts presented in opinion polls conducted covering the fields of health, education, roads, transportation, and trade and commerce, was approved by the Cabinet of Ministers.

09.    Establishment of Sri Lanka Institute of Digital Health Innovation and Commercialization (Document No – 17)

The aggregation of genomic medicine and information and communication technology is called the Digital Health and it is making a great revolution in the health sector. The global investment in digital health shows a great increase in recent past and the future of health sector depends on digital health innovation. Accordingly, the proposal made by Hon. Susil Premajayantha, Minister of Science, Technology and Research, to establish the Sri Lanka Institute of Digital Health Innovation and Commercialization, with public private partnership that enables to cooperate with reputed commercial and research organizations for gaining maximum benefits for the health sector in Sri Lanka, was approved by the Cabinet of Ministers.

10.    sHErbal cultivation project implemented to promote production of high standard medicinal raw materials for Ayurvedic medicine (Document No – 18)

About 60% of raw materials requirement is imported. As a measure, budget 2016 proposed to introduce the short-term herbal cultivation. Accordingly, the proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to impelement the above project in Ratnapura, Kurunegala, Anuradhapura, Monaragala, and Galle Districts, and to purchase the produced raw materials through the sales network of Ayurvedic Drugs Corporation, was approved by the Cabinet of Ministers.

11.    Revision of fees charged by the Department of Registrar of Companies (Document No – 20)

The proposal made by Hon. Rishad Bathiudeen, Minister of Industry and Commerce, to present the gazette issued by him bearing number 1990/12 and dated 25-10-2016 to parliament for approval, regarding the revision of above mentioned fees under the provisions of Companies Act no. 7 of 2007 and Societies Ordinance No. 16 of 1891 amended by the act No. 11 of 2005, was approved by the Cabinet of Ministers.

12.    seed and planting material development project (Document No – 23)

It has been observed that use of quality seed and planting material helps in increasing quality and productivity of harvest. Accordingly, the proposal made by Hon. Duminda Dissanayake, Minister of Agriculture, to implement seed and planting material projects using lands owned by the Ministry of Agriculture and its affiliated institutions which are not used for any productive purpose, for the sustainability of agriculture and food safety, was approved by the Cabinet of Ministers.

13.    Provide for Pre trial procedure for minimizing the number of cases (Document No – 24)

The public faces many difficulties with delaying of trials and still there are many trials delayed in courts though various measures have been taken time to time in this regard. The Cabinet has already approved the introduction of Pre Trial Procedures. Accordingly, the proposal made by Hon. Wijayadasa Rajapaksa, Minister of Justice, to publish in the gazette and present in the parliament for approval the Civil Procedure Code (Amendment) Bill drafted by the Legal Draftsman and cleared by the Attorney General, was approved by the Cabinet of Ministers.

14.    Amendment of the Mutual Legal Assistance in Criminal Matters Act (Document No – 25)

The Mutual Legal Assistance in Criminal Matters Act No. 25 of 2002 provides for international mutual assistance in combating transnational crimes. Accordingly, the proposal made by Hon. Wijayadasa Rajapaksa, Minister of Justice, to amend the above act recognizing the recent developments in transnational crimes such as money laundering, bribery as stipualated by the 16th article of the United Nations Convention on Bribery and Corruption, crimes related to computers and data, reflecting the Sri Lanka's responsibility in fighting transnational crimes and confiscation of properties earned by such crimes, was approved by the Cabinet of Ministers.

15.    Initiating public consultation process on media standards and entitlement (Document No – 27)

It has been proposed to establish an independent board to regulate the contents of news published in print media,m broadcasting media (radio and television), and registered websites with the view of promoting professionalism and ethics securing the free, independent and plurality media culture. The proposal made by Hon. Gayantha Karunathilaka, Minister of Parliamentary Reforms and Mass Media, to obtain public opinion formally in this regard, was approved by the Cabinet of Ministers.

16.    Land subsidence at Achchuveli, Jaffna District (Document No – 32)

A land subsidence in agricultural lands in Achchuveli, Jaffna has been reported. As the lands in these areas are created of limestone they tend to create cavities and caverns. The proposal made by Hon. D.M. Swaminathan, Minister of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs, to conduct a study by the National Building Research Organization enebleing the decision making on land utilization of the area, was approved by the Cabinet of Ministers.

17.    sImproving Residential facilities for officers of Police Special Task Force (Document No – 33)

The lack of accommodation facilities to STF officers deployed in Colombo and suburbs has become an issue. The proposal made by Hon. Sagala Ratnayake, Minister of Law and Order and Southern Development, to construct a new three storied barrack to provide accommodation for 250 officers at an estimated cost of Rs. 74.9 million by removing an old barrack in Gonahena Camp premises, was approved by the Cabinet of Ministers.

18.    Purchase of sports shoes for Sri Lanka Army (Document No – 35)

The proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to award the contract for purchasing of 200,000 sports shoes for Sri Lanka Army as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

19.    Procurement of required equipment for the Combat Convoy Battalion in Mali (Document No – 36)

Sri Lanka expects to deploy a Combat Convoy Battalion for UN peace keeping operations in Mali and the proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to award the contract for purchasing demining and explosive ordnance disposal equipment as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

20.    Contract for system rehabilitation for reduction of non revenue water generation in south part of the Colombo city (Document No – 37)

The proposal made by Hon. Rauff Hakeem, Minister of City Planning and Water Supply, to award the above contract of the project no. 2 of the Greater Colombo Water and Waste Water Management Improvement Investment Programme implemented under assistance of Asian Development Bank (ADB) as recommended by the Standing Cabinet Appointed Procurement Committee with the view of reducing water leakages and non revenue water, was approved by the Cabinet of Ministers.

21.    Construction supervision Contract for non revenue water management (Document No – 38)

The proposal made by Hon. Rauff Hakeem, Minister of City Planning and Water Supply, to award the above contract of the project no. 1 of the Greater Colombo Water and Waste Water Management Improvement Investment Programme implemented under assistance of Asian Development Bank (ADB) as recommended by the Standing Cabinet Appointed Procurement Committee with the view of reducing water leakages and non revenue water, was approved by the Cabinet of Ministers.

22.    Supply of I.V. Cannula (with injection port and without injection port) in various sizes (Document No – 39)

The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to award the above tender as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

23.    Procurement for supply of 820,000 of blue base dry imagine films (35 cm x 43 cm) to be used in x-ray machines in government hospitals (Document No – 40)

The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to award the above tender as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

24.    Purchase of medicine used for volume replacement of the patients with hypovolaemia (Document No – 41)

The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to award the above tender to purchase 7,200,000 bottles of 500 ml Sodium Chloride Intravenous Infusion BP 0.9% w/v or Sodium Chloride Injection USP 0.9% w/v, as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

25.    Establishment of a national border management committee (Document No – 46)

Control of boarders of a country is extremely important in its national security. People and Goods exchanged across the Sri Lankan Border is gradually increasing at it is expected that it will reach 10 million persons and 200 million kilograms of goods at 2020. Hence, it is important to properly manage the tasks conducted across the border for maintaining national security, social style and economic prospect of the country. Accordingly, the proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to establish a National Border Management Committee which is comprised of senior officers/policy makers of government to act as the government's central body for assessment of risks, priorities, and aims in this regard, was approved by the Cabinet of Ministers.


26.    Improvement of Urban Interconnected roads (Document No – 49)

It is essential to develop interconnected roads to reduce the traffic congestion and regional transport infrastructure development in Western Province. Accordingly, the proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to improve 26 damaged interconnected roads with a total length of 30 km in Colombo, Moratuwa, Mahara and Avissawella areas by laying carpet at an estimated cost of Rs. 208.5 million through the Provincial Road Development Authority (Western Province), was approved by the Cabinet of Ministers.

27.    Declaration of National Insurance day (Document No – 50)

The proposal made by Hon. Ravi Karunanayake, Minister of Finance, to declare 01st of September in each year as the 'National Insurance Day' with the view of educating Sri Lankans on the importance of insurance and encourage all families to obtain an insurance cover, for covering deaths, diseases, and damages to property, was approved by the Cabinet of Ministers.
