DECISIONS TAKEN BY THE CABINET OF MINISTERS AT ITS MEETING HELD ON 24.04.2018
1. Implementation of Integrated Border Management Strategy in Sri Lanka (Document No. 06 )
Proponent :- H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence.
Description :- National Border Management Committee has been established in 2016 to function as the Governments main co-ordinating institution in Border Management. Cabinet of Ministers approved the proposal of H.E. the president Maithripala Sirisena to implement the Integrated Boundary Management Strategy and Action Plan, prepared by the said committee, under grant aids provided by International Organization of Migration Australia.
2. Enactment of 1990 Suwaseriya Foundation Bill (Document No. 08)
Proponent :- Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs
Description :- Cabinet of Ministers already has approved the establishment of 1990 Suwaseriya Foundation for the administration and expansion of pre-hospital care ambulance service. The proposal of Ranil Wickramasinghe the Minister of National Policies and Economic Affairs to gazette 1990 Suwaseriya Foundation bill and consequently submit to the Parliament, was approved by the Cabinet of Ministers.
3. Provisions for Proposed Technical Education Development Programme (Document No. 09)
Proponent :- Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs
Description :- It has been planned to implement the proposed Technical Education Development program under a cost of US$ 60.7 million. Cabinet of Ministers approved the proposal made by Prime Minister Ranil Wickramasinghe in his capacity as the minister of National Policies and Economic Affairs, to enter in to an agreement with OPEC Fund (OFID) to obtain a loan of US$ 50 million. The rest US$10.7 million will be borne by the Government.
4. Project for Strengthening Primary Health Care System (Document No. 14)
Proponent :- Dr.Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine
Description :- The Cabinet of Ministers has already approved the implementation of the Health Care Policy for a Macro Health Care. It has been planned to implement a 5 year Project to strengthen the Primary Health Care System to reach Perfect and excellent Health Care Service. The Cabinet of Ministers approved the proposal of Minister of Health Nutrition and Indigenous Medicine to implement this project through Ministry of Health Nutrition and Indigenous Medicine and Ministry of Provincial Councils and Local Government using the fund of US$ 200 which will be provided by the World Bank upon concessionary conditions.
5. Enhance the activities of the Institute of Forensic Medicine and Toxicology (IFMT) (Document No. 15)
Proponent :- Dr.Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine
Description :- Cabinet of Ministers approved the proposal to sign an agreement between International Committee of Red Cross and the Ministry of Health Nutrition and Indigenous Medicine with the intention of improving the quality of the activities performed by Institute of Forensic Medicine and Toxicology through enhanced Mortuary operations.
6. Number of Government Owned Motor Vehicles (Document No.17)
Proponent :- Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs
Description :- Cabinet of Ministers considered the following details submitted by the Minister of Finance and Media, and decided to instruct the respective officials to dispose the vehicles that are not in running condition and owned by the Provincial Councils expeditiously.

7. Feasibility Study of the Project proposed to develop Galle District Floods Preventing. (Document No.19)
Proponent :- Vajira Abeywardana, Minister of Home Affairs
Description :- Cabinet of Ministers approved the proposal made by the Minister of Home Affairs to issue an official letter to MCC International Ltd which has been performing pre-feasibility studies of aforesaid project, to collect data `from Irrigation and Water Resource Management and other Government Institutions.
8. Allocation of Lands from Regional Karmanthapura in order to establish Industries (Document No.20)
Proponent :- Rishad Bathiudeen, Minister of Industry and Commerce
Description :- Investors are being selected for Regional Industrial Development Programs by the Regional Industrial Services Committee and Ministry Projects Evaluation Committee. Proposals are called by newspaper advertisements to select suitable investors to commence investments in vacant lands in Karandeniya, Bataatha, Noorani, Puttalam, Laksha Uyana and Batticaloa areas. Cabinet of Ministers approved the proposal to allocate these lands on the basis of 35 year lease for investments proposals recommended by Regional Industrial Services Committee and Ministry Projects Evaluation Committee.
9. Signing an Agreement between Sri Lanka and Pakistain on Exchanging Sugarcane Breeding Materials (Document No.24)
Proponent :- Navin Dissanayake, Minister of Plantation Industries
Description :- The cabinet of Ministers approved the Proposal of the Minister of Plantation Industries to sign the proposed Memorandum of Understanding between Sugarcane Research Institute in Sri Lanka and Sugarcane Development Board in Faisalabad , Pakistan. This MOE provides opportunity to have new varieties of sugarcane and engage in joint researches with Pakistan agronomists.
10. Development of livelihoods in model villages (Document No. 29)
Proponent :- Sajith Premadasa, Minister of Housing and Construction
Description :- 596 model villages were commences under the ministry of Housing and Constructions since 2015. 54 model villages were assigned to beneficiaries up to now. For a sustainable development of these communities, it is essential to enhance the livelihoods and incoming of them. Accordingly the proposal of the Minister of Housing and Construction to appoint a Management Committee consists of the officials of respective establishments to implement Livelihood Development Programs such as Gardening, Small scale Animal Farming, Domestic Industries, and Self emplyments.
11. Allocation of Lands for " Samata Sewana" and "Grama Shakthi" Model Villages (Document No. 31)
Proponent :- Sajith Premadasa, Minister of Housing and Construction
Description :- Government has implemented "Samata Sewana" and "Grama Shakthi" Model Village Programme to resolve housing problems of low income communities. Under this program 2,500 model Villages are planned to be accomplished by 2020. In order to reach this goal nearly 650 Model Villages should be completed annually. Allocation of Lands should be made expeditiously in all over the country for this purpose. The proposal made by the Minister of Housing and construction to establish a committee with the co-chairs of Secretary to the Ministry of Housing and Construction and Secretary to the Ministry of Land and Parliamentary Reforms and, consist of representatives of respective institutions and Ministries, was approved by the cabinet of ministers.
12. Appointment of Consultancy Services to construct new buildings in Sri Lanka Police. (Document No. 38)
Proponent :- Ranjith Maddumabandara, Minister of Law and Order
Description :- Sri Lanka Police spends more than Rs.1,000 million annually for the construction of new buildings, developments and reconstructions. Considering the proposal of Ranjith Maddumabandara, Minister of Law and Order to select a consultancy service for these constructions from 2018 to 2020, the cabinet of ministers granted approval to obtain the Consultancy Service of Central Counseling Bureau of the Engineers, State Engineering Corporation and Department of Buildings.
13. Selling mineral sand of Lanka Mineral Sands Limited (Document No.40)
Proponent :- Rishad Bathiudeen, Minister of Industry and Commerce
Description :- Lanka Mineral Sands Limited sell their principal products, Ilmanite, Rootile, Sircone, and hiti ilmanite , through Competitive International Bids. Accordingly Cabinet of Ministers approved the proposal of the Minister of Industry and Commerce to vend 17,800 Metric Tons of various kinds of mineral sand, to the highest bidders.
14. Long term Contract for Purchasing 7,000,000 Barrels of Crude Oil (Document No.43)
Proponent :- Arjuna Ranatunga, Minister of Petroleum Resources Development
Description :- It has been decided to purchase crude oil under long term contracts for keeping continuous process of refining process of Sapugaskanda Oil Refinary of Ceylon Petroleum Corporation. The Proposal of Minister Arjuna Ranatunga, to award the contract of purchasing 7,000,000 Murban Crude Oil, for the period of 8 months from 1st April 2018 towards M.S. Swiss Singapore Overseas Enterproses Pte. Ltd was approved by the cabinet of Ministers upon the recommendation of Cabinet Appointed Standing Procurement Committee. The cost of a barrel of Crude oil is US$ 1.69.
15. Construction and Development of Biyagama 220/33Kv Grid Substation (Document No.44)
Proponent :- Ranjith Siyambalapitiya, Minister of Power and Renewable Energy
Description :- Cabinet of Ministers approved the proposal of Minister of Power and Renewable Energy to award the contract of Constructing and Developing Biyagama 220/33 Kv Grid Substation to M/s. ABB India Limited for Rs. 1,434.11 million, upon the recommendation of Cabinet appointed Standing Procurement Committee.
16. Purchasing necessary Machineries for enhancing the efficiency in Department of Government Factory (Document No. 45)
Proponent :- Sajith Premadasa, Minister of Housing and Construction
Description :- It has been identified that the production capacity of Heavy Welding and Machine Workshop of the Department of Government Factory , needs to be increased to meet the rising demand of the products of Irrigation field. Accordingly the Proposal made by the minister of Housing and Construction topurchase a Plano Miller and a Computer Nurmerical Control CNC Machine was approved by the cabinet of ministers.
17. Three (3) Long term Contracts for Purchasing Refined petroleum products (Document No.55)
Proponent :- Arjuna Ranatunga, Minister of Petroleum Resources Development
Description :- In accordance with the Recommendation of Cabinet appointed Special Standing Procurement Committee , Cabinet of Ministers approved the proposal made by Minister of Petroleum Resources Development to enter into three long term contracts with respective suppliers to purchase 1,275,000 barrels of Petrol, 2,080,000 barrels of Aviation Fuel and 4,650,000 Barrels of Diesel for the period of forth coming eight (8) months from 15th March 2018.
