The amendment to the Appropriation Act No. 07 of 2020 to increase the borrowing limit was recently approved by the Committee on Public Finance chaired by Member of Pariament Anura Priyadarshana Yapa.


Accordingly, the borrowing limit which was Rs. 2997 billion will be increased to Rs. 3397 billion, it was revealed at the Committee on Public Finance held online.


Secretary to the Ministry of Finance and the Treasury S.R Attygalle pointed out that an amendment to the Appropriation Act was needed to increase the borrowing limit due to the economic downturn in the country caused by the Covid 19 situation.

He further pointed out that this was due to the inability to achieve the expected revenue for the year 2021, the increase in supplementary expenditure and the devaluation of the rupee in the payment of foreign currency loan services.

Mr. Attygalle also pointed out that the increase in welfare expenditure during the Covid 19 pandemic led to an increase in supplementary expenditure. He also said that a sum of Rs. 200 billion had been approved by the Parliament recently for supplementary expenditure.

In addition to this amendment, as per the Cabinet decision taken on 27.09.2021, the gazette notification submitted by the Minister of Finance to revoke the licensing system for white sugar which came into effect from 29th October 2020 under the Import Export (Control) Act No. 01 of 1969 was approved by the Committee on Public Finance.

Dr. Harsha de Silva stated that he had repeatedly emphasized the need for a forensic report in this regard to clarify the crisis situation in the country regarding sugar. The Chairman said that the Committee on Public Finance would be able to engage in a lengthy discussion on the matter soon after it is tabled by the Committee on Public Accounts.

Secretary to the President P. B. Jayasundera said that he believes a budget with a new vision and programme that goes beyond the traditional budget will be presented to the country this time.

The Secretary to the President said that the priority will be given to the fields of green economy, renewable energy, information technology and digital governance and special attention has been drawn to increase the income of the country working within the National policy framework Vistas of Prosperity and Splendour.

The media briefing was organized under the theme “Future Budget and the Economic Situation of the Country”.

The production volume of goods and services should be increased to generate revenue for the country. Therefore, revenue policies that can increase the volume of goods and services will be included in this budget. The Secretary pointed out that the rural agrarian economy should be uplifted and the development of infrastructure facilities in this regard has been identified as a priority.

The Secretary to the President said that an attractive country should be created for local entrepreneurs, new investors as well as tourists and in addition to the country’s resources, new investment opportunities would be created for the country through these initiatives.

Many in the region are looking at our country to obtain financial advantages of its geographical location. The Secretary to the President pointed out that their economic revival requires alternative centers and that this economic revival will not take place within the existing economic model but on the requirements based on a green economy, renewable energy, information technology and digital governance.

The Secretary to the President commented extensively on the damage caused to the world economy by the Covid pandemic and its impact on Sri Lanka. He also explained the payment of salaries to public servants, the rest of the expenditure that are being made without any deductions and the economic process carried out by the government without disrupting the day to day lives of the people.

The supply chains in the world as well as in our country were disrupted due to the covid-19 pandemic. The Secretary to the President pointed out that the country’s production needs to be enhanced and distribution methods should be properly created. He also expressed confidence that the removal of inter-provincial travel restrictions would help achieve the country’s return to normalcy.

Finance Ministry Secretary S. R. Attygalle said a new economic growth is expected along with the normalization of the country. The Finance Secretary pointed out that continuing to widen the budget deficit was not in the best interest of the country and that this year’s budget will focus on reducing that gap.

 
 

Epidemiology Unit of thy Health Ministry says that the daily count of COVID-19 cases confirmed in Sri Lanka moved to 573 yesterday. This brings the total number of confirmed cases of coronavirus reported in the country to 542,212. As many as 513,540 recoveries and 13,770 deaths have been confirmed in Sri Lanka since the outbreak of the pandemic. More than 14,900 active cases in total are currently under medical care, official figures showed.

Director General of Health Services, Dr. Asela Gunawardena says that people should continue to abide by the health regulations and if they do not do so, coronavirus waves will re-emerge. He stressed that the provincial travel restrictions were not lifted to allow public to engage in leisure travel or other unnecessary travel. He added that the provincial travel restrictions were lifted to ensure that essential services to the public are maintained without hindrance.

Chairman of the Ceylon Electricity Board M. M. C. Ferdinando says he has not been informed of a power cut today and tomorrow. He said that CEB employees do not wish to keep the country in darkness. Meanwhile, Electricity Board Engineering Union said there would not be power interruptions despite the trade union action today.

 President Gotabaya Rajapaksa has emphasized the imperative need for a new agricultural revolution that is not against nature and pointed out that people should coexist with nature rather than act against it.

The President made these remarks addressing a special conference organized by Sri Lanka on the sidelines of the United Nations Climate Change Conference (COP 26) in Glasgow, Scotland, under the theme “Rediscovering Nitrogen: Solutions and Synergies for Climate Change, Health, Biodiversity and Circular Economy”.

The Conference was held Oct (31) at 5.00 p.m. Scotland time.

“My Government’s policy frameworks emphasize sustainability. This is reflected in Sri Lanka’s ambitious updated Nationally Determined Contributions to the United Nations Framework Convention on Climate Change (UNFCCC) Mechanism,” President Rajapaksa said.

“The challenge facing us now is to use modern scientific techniques and practices to enhance agricultural production without causing environmental degradation… For decades, chronic kidney disease has been a serious issue in Sri Lanka’s agricultural heartland. The overuse of chemical fertilizers has contributed significantly to this problem, ‘’ the President said, adding in this context that his Government took firm steps to reduce imports of chemical fertilizer, and strongly encourage organic agriculture.

‘Although this action has been broadly appreciated, it has also met with some criticism and resistance. In addition to chemical fertilizer lobby groups, this resistance has come from farmers who have grown accustomed to overusing fertilizer as an easy means of increasing yields, ‘ the President said. “This is particularly unfortunate considering Sri Lanka’s rich agricultural heritage”, the President added.

The President said Sri Lanka’s progressive agenda on the environment is being implemented despite the resource constraints it faces as a developing nation and pointed out that sustaining such an agenda alongside development programs is challenging for all developing nations, especially following the pandemic.

The President expressed hope that developed countries will extend their fullest support to such nations through development assistance, technology transfers, skills development, investment, and financing support. He mentioned that there is also a significant role for businesses in this endeavor, and significant returns to be made in investments into sustainability.

“All of us alive today are custodians of this planet on behalf of future generations. We must all work together towards ensuring its health by contributing in whatever way we can,” President Rajapaksa said. “If we all do this in a spirit of togetherness and goodwill, I am certain we will succeed in effecting positive change for our people and our planet,” he said.

While welcoming the foreign representatives to the forum, Environment Minister Mahinda Amaraweera said that Sri Lanka has become the first country in the world to take the decision to convert conventional agricultural lands, 100% organic. The Minister said this move aims to create a green socio-economy with sustainable solutions for climate change.

The Minister appreciated all scientists, late, and alive, for their work on nitrogen and said, “Centuries after discovering nitrogen, we are rediscovering nitrogen.”

Environment Ministry Secretary Dr. Anil Jasinghe expressed views on Sri Lanka’s aspirations on climate resilience and adaptation: COP26 and beyond,” and High Commissioner of Sri Lanka to the UK, Saroja Sirisena also expressed views.

The annual “Asidisi Media Scholarship Programme” aimed at improving the professionalism of the Sri Lankan journalists has been organized this year too by the Ministry of Mass Media.

Accordingly, applications have been called for “Asidisi Media Scholarship programme 2021” and the deadline is 30th November 2021.

The journalists between the age of 18-55 who are employed in recognized Media institutions having completed three years of service on a permanent or part-time basis, freelance journalists, provincial journalists, web journalists, and media technicians are eligible for applying to this Scholarship programme. Moreover, the intended course should directly be related to the field of mass media and the applicants should possess the media identity issued for the journalists by the Department of Information.

The journalists can be benefited from this scheme of scholarships twice. After the first Scholarship is awarded, they can once again apply for the second opportunity in five years after successful completion of the course.

Under this Scholarship Programme, two hundred thousand rupees (Rs.200,000.00) would be offered for a graduate or undergraduate programme and one hundred thousand rupees (Rs.100,000.00) would be offered for long term or short term certificate courses conducted by recognized institutions. The journalists who are eligible for this Scholarship Programme will receive 50% of the total course fee at the beginning of the course as the 1st installments, the next 25% as the 2nd installment, and the balance when submitting the certificate after the successful completion of the course.

The beneficiaries will be selected after an interview conducted by a committee nominated by the secretary, Ministry of Mass Media.

All the applications should be sent via registered post to Director (Media), Ministry of Mass Media, No. 163, Kirulapone Mawatha, Polhengoda, Colombo 05 on or before 30 November 2021.

The national vaccination drive, spearheaded by members of the armed forces as recommended by the Ministry of Health, commenced one more progressive phase on Monday (1) by providing the 3rd dose or the booster dose to frontline health workers including tri-service men, Policemen, health and tourism sector personnel and other selected front liners.

The inauguration of the project took place Yesterday morning (1) at the Colombo Army Hospital, headed by General Shavendra Silva, Head of the National Operation Centre for Prevention of COVID-19 Outbreak (NOCPCO), Chief of Defence Staff and Commander of the Army.

Interacting with the Media at the venue, General Shavendra Silva announced that inoculation of the booster dose as the third vaccine will accordingly be given to all working at the frontline, and it will cover tourism, the airport, and other sectors.

“All those who had both previous vaccines after 6 months of the last vaccine are eligible to receive this booster as considered necessary. I earnestly appeal the general public to continue to adhere to health guidelines since an average of 500 - 600 affected people are still traced daily and nearly 14,000 are in quarantine, although many restrictions have been removed.”

Brigadier Crishantha Fernando, Director General Army Health Services, together with Brigadier Nishantha Pathirana, Director Medical Services and Senior Officers welcomed the visiting Army Chief and ushered him to the vaccination location where Army personnel at frontlines were symbolically inoculated as the inauguration.

Director-General of Health Services, Dr Asela Gunawardene had gone on record saying that the booster, Pfizer vaccine would be administered to all those frontline workers, those above 60 years of age and all above 20 years of age on a staggered basis.

The police headquarters says that there is a considerable reduction in organized crimes. During the last two years organized crimes have been reduced by 80 percent. The police headquarters said covid pandemic and operations against organized crimes have contributed to the reduction. Police media spokesman SP Nihal Thalduwa said that special programs have been implemented to prevent drugs being smuggled in to the country

President Gotabaya Rajapaksa says Sri Lanka, as a nation with rich, philosophical heritage shaped by the teachings of Lord Buddha, fully understands the importance of balancing ecological concerns with human needs. He made these observations during the High-level Thematic Debate on “Delivering Climate Action: for People, Planet & Prosperity” convened by President of the 76th session of the United Nations General Assembly Abdulla Shahid today. The High-Level Thematic Debate commenced under the patronage of UN Secretary-General António Guterres at the UN Headquarters in New York and the Heads of States of UN member countries and representatives joined the conference via video technology.

President Rajapaksa stressed the need to address climate change urgently and decisively. The President pointed out that as a developing, tropical island nation, Sri Lanka is one of the most climate vulnerable countries in the world. He said, internationally, Sri Lanka is proud to be a co-lead of the Energy Compact for ‘No New Coal Power.’ He said Sri Lanka also leads the action group on mangrove ecosystems and livelihoods under the Commonwealth Blue Charter initiative. Additionally, the Colombo Declaration on Sustainable Nitrogen Management seeks to have nitrogen waste by 2030. The President said the country is taking to limit overuse of artificial fertilizers, thereby addressing health concerns as well as helping reduced nitrogen waste. President Rajapaksa said the country’s nationally determined contributions targets achieving carbon neutrality by 2050. President Rajapaksa went on to call on developed nations to fulfill their commitment to help the planet heal.

The Director-General of Health Services has announced revised guidelines for activities in public and work settings with effect from midnight today.

Accordingly, the travel restrictions which were effective between 11.00 p.m. and 4.00 a.m. were removed by the Health Ministry.

In addition, weddings will be permitted with a maximum 1/3 of the usual capacity of the hall, not exceeding 100 persons. Meanwhile, 150 persons will be allowed for outdoor functions. The guidelines however noted that liquor cannot be served in weddings.

With regard to dining in at restaurants, Dr. Asela Gunawardena stated that permission will be given to accommodate 1/3 of the usual capacity not exceeding 75 persons. For outdoor arrangements, 100 persons will be allowed.

In the meantime, physical official meetings and events have been given the nod with a maximum 1/3 of the usual capacity not exceeding 150 persons.

Education Ministry Secretary Professor Kapila Perera says that More than 50 per cent of the schools across the country were opened yesterday and the ‘teachers and students’ attendance was more satisfactory than expected.

Professor Perera said that the schools with students below 200 students are those attended by the children of poor families. He added that as the Government and the Education Ministry have fulfilled their responsibility properly and it was the parents’ responsibility to send the children to the re-opened schools. The Education Ministry Secretary further said that on average, 16 per cent of the students and 30 per cent of the teachers attended the schools that re-opened yesterday after a hiatus of almost two years. He added that it is expected that the percentage of the teacher- student attendance would increase considerably on Monday (Oct 25). The teacher unions have also urged their membership to report to work from Monday.

Ministry Secretary Professor Perera said that the student attendance was around 7 per cent in the Colombo District while the teachers’ attendance was around 17 per cent. However, the Northern Province recorded a student attendance of 21 per cent while the teachers’ attendance was between 48 per cent to 52 per cent. The students’ attendance in the Eastern Province was 39 per cent while the teachers’ attendance was 45 per cent. He also pointed out that the student and teacher attendance in Colombo was minimal whereas the percentages outside Colombo were commendable and encouraging. He also said that the opening of the schools with students below 200 is the first phase in the bid to open all the grades in schools countrywide in near future.

The World Health Organization says the Covid pandemic will “go on for a year longer than it needs to” because poorer countries are not getting the vaccines they need. Dr Bruce Aylward, senior leader at the WHO, said it meant the Covid crisis could “easily drag on deep into 2022”. Less than 5% of Africa’s population have been vaccinated, compared to 40% on most other continents. The UK has delivered more than 10 million vaccines to countries in need. It has pledged a total of 100 million.
